THIS REPORT IS A FEASIBILITY ANALYSIS FOR TRANSFERRING THE TEXAS SECURITY AND PRIVACY MONITORING SYSTEM (SPMS) AND REVIEWING MARYLAND'S STATEWIDE DISPOSITION REPORTING SYSTEM TO ENSURE COMPLIANCE WITH LEAA REGULATIONS.
Abstract
THE SPMS ALLOWS A GENERATION AND MAINTENANCE OF A CURRENT RECORD OF ALL AGENCIES IN THE STATE AUTHORIZED TO ACCESS CRIMINAL HISTORY RECORD INFORMATION, AS WELL AS TO ALLOW GENERATION OF A DATA BASE NECESSARY TO MONITOR THE COMPLIANCE STATUS OF EACH AGENCY WITHIN THE STATE OF TEXAS. MARYLAND FOUND A NEED TO PRODUCE AN INFORMATION SECURITY SYSTEM THAT INCLUDED BUT WENT BEYOND THE CAPABILITIES OF TEXAS' SPMS. THIS REPORT IS PRESENTED IN TWO MAJOR SECTIONS: THE FIRST DEALS WITH THE REQUIREMENTS OF THE STATE OF MARYLAND FOR SECURITY AND PRIVACY MONITORING SYSTEMS AND EXAMINES THE FEASIBILITY OF TRANSFERRING THE SPMS MODEL TO MARYLAND; THE SECOND SECTION EXAMINES THE CURRENT DISPOSITION REPORTING PRACTICES THROUGHOUT THE STATE, REVIEWS PLANS FOR THE FUTURE ONLINE APPROACH AND PROVIDES RECOMMENDATIONS FOR AN INTERIM SOLUTION TO THE DISPOSTION REPORTING PROBLEM.
