Abstract
THE RECOMMENDATIONS PUT FORTH INCLUDE THE CLEAR AND PRECISE DEFINITION OF DEPARTMENT OBJECTIVES, A DETAILED DEFINITION OF A 'REHABILITATED JUVENILE DELINQUENT' THAT WILL LEND ITSELF TO MEASUREMENT, AND PROGRAM PERFORMANCE MEASURES THAT CAN BE UTILIZED BY THE GENERAL ASSEMBLY IN EVALUATING JUVENILE SERVICES PROGRAMS. THE CONSULTANTS ALSO REQUESTED A CLEAR EXPLANATION OF THE MANNER IN WHICH THE DEPARTMENT OF JUVENILE SERVICES PROPOSES TO DETERMINE AND MEET THE REHABILITATIVE NEEDS OF DELINQUENTS, INSIDE AND OUTSIDE OF INSTITUTIONS. ADDITIONAL MATERIAL COVERS PRIORITY COST PROJECTIONS, NON-BUDGET PRIORITIES, POPULATION AND DELINQUENCY INCIDENCE PROJECTIONS, AS WELL AS GOALS FOR PROTECTION, EFFICIENCY, AND ECONOMY. INCLUDED ARE LISTINGS OF MASTER PLAN CONSULTANTS, AND MEMBERS OF THE MASTER PLAN ADVISORY COMMITTEE, A TABLE OF PROJECTED BUDGETS THROUGH 1980, AND A DIAGRAM OF SYSTEMS CASE FLOW TO MAJOR PROGRAM AREAS.
