TECHNIQUES AND PROCEDURES FOR DIRECTING AND CONTROLLING TRAFFIC FLOW, INCLUDING SIGNALS AND GESTURES, ARE PRESENTED IS A SELF-INSTRUCTIONAL UNIT FOR ENTRY-LEVEL POLICE IN MARYLAND.
Abstract
THE OBJECTIVES OF THE UNIT ARE TO DEVELOP AN UNDERSTANDING OF BASIC TRAFFIC DIRECTION AND CONTROL PROCEDURES, INCLUDING UNIFORM AND EQUIPMENT REQUIREMENTS FOR EFFECTIVENESS AND SAFETY, SIGNALS AND GESTURES, WHERE AND WHEN TRAFFIC DIRECTION AND CONTROL TECHNIQUES AND PROCEDURES ARE TO BE APPLIED, AND HOW TO HANDLE TRAFFIC IN SPECIAL SITUATIONS. THE UNIT, WHICH IS PRESENTED IN AN OUTLINE FORMAT, COVERS THE FOLLOWING: UNIFORM AND EQUIPMENT REQUIREMENTS FOR DAYTIME AND NIGHTTIME OPERATIONS AND LOW-VISIBILITY CONDITIONS; APPEARANCE AND BEARING; UNIFORMITY OF SIGNALS AND GESTURES; HOW TO STOP AND START TRAFFIC; SIGNALS FOR RIGHT AND LEFT TURNS; USE OF WHISTLES AND VOICE COMMANDS; PROTECTING PEDESTRIANS; WHERE TO STAND WHEN CONDUCTING TRAFFIC IN VARIOUS SITUATIONS; REGULATING TRAFFIC FLOW; AVOIDING AND BREAKING UP TRAFFIC JAMS; AND SPECIAL SITUATIONS (HILLY ROADS, BAD WEATHER, FIRES, ACCIDENTS, ETC.).
