Abstract
INVESTIGATORY MODELS CAN BE DESIGNED TO PROVIDE A CONTINUOUS MONITORING OF THE STATE OF EQUILIBRIUM BETWEEN SUPPLY AND DEMAND. MONITORING OF THIS EQUILIBRIUM BY LAW ENFORCEMENT OFFICIALS WILL PROVIDE ENOUGH INFORMATION TO ALLOW LAW ENFORCEMENT AGENCIES TO PREDICT ACTIONS TAKEN BY FENCES, THUS PERMITTING SUBSTANTIAL PROGRESS IN DETERRING AND INVESTIGATING THE TRAFFIC.
