PROGRAM WHICH UTILIZES WRITTEN CONTRACT WITH PRISONER WHICH SPELLS OUT EXACTLY WHAT THE INMATE MUST DO IN ORDER TO BE PAROLED AND THE PRECISE DATE WHEN PAROLE WILL BE GRANTED IF THE INMATE LIVES UP TO THE DOCUMENT'S TERMS.
Abstract
THIS PROGRAM WAS DEVELOPED AND CONDUCTED ON AN EXPERIMENTAL BASIS BY THE AMERICAN CORRECTIONAL ASSOCIATION WITH MANPOWER ADMINISTRATION FUNDING TO ATTEMPT TO ELIMINATE INMATE UNCERTAINTIES ABOUT PAROLE. MAP COORDINATORS CONCENTRATED ON COORDINATING THE END OF MANPOWER TRAINING PROGRAMS WITH INMATE RELEASE DATES, THUS GIVING INMATES MORE TIME TO LINE UP WORK AND MAKE OTHER PLANS FOR ADJUSTING TO CIVILIAN LIFE. MAP EXPERIMENTS IN WISCONSIN, ARIZONA, AND CALIFORNIA IN 1972 AND 1973, AND IN OTHER STATES DURING 1974. ALSO DESCRIBED ARE THE USE OF A VOUCHER SYSTEM TO GIVE PRISONERS 'CREDIT' TO BUY TRAINING AND EDUCATION IN THE COMMUNITY, AND THE OPERATION OF PROJECT HOPE, A WISCONSIN STATE PROGRAM SET UP TO PROVIDE SPECIAL EMPLOYMENT SERVICES FOR INMATES, INCLUDING PRERELEASE TRAINING IN JOB HUNTING AND PRERELEASE EMPLOYMENT INTERVIEWS.
