GUIDANCE IN EXAMINING THE SCOPE OF THE PROBLEM WITHIN A COMMUNITY AND IN PLANNING AND REFINING AN EXISTING SELECTIVE TRAFFIC LAW ENFORCEMENT PROGRAM.
Abstract
RECENT RESEARCH HAS INDICATED THAT ALCOHOL IS A FACTOR IN MORE THAN 50 PERCENT OF FATAL MOTOR VEHICLE CRASHES. THE PURPOSE OF THIS MANUAL IS TO ASSIST LAW ENFORCEMENT ADMINISTRATORS IN ORGANIZING AN APPROACH TO THIS PROBLEM. A MODEL OUTLINING THE POLICE ENFORCEMENT PROCESS FOR THE OFFENSE OF DRIVING WHILE UNDER THE INFLUENCE IS PRESENTED FOR USE IN PROGRAM PLANNING. THE MANUAL ALSO OFFERS RECOMMENDATIONS ON RECORDING AND EVALUATING DATA ON ALCOHOL-RELATED CRASHES AS WELL AS THE EFFECTIVE TRAINING AND ASSIGNMENT OF PERSONNEL TO COMBAT THE PROBLEM. A GUIDE TO NECESSARY EQUIPMENT AND FACILITIES IS INCLUDED, WITH ADVICE ON THE DESIGN OF A REPORTING SYSTEM AND A SAMPLE OF A PLANNING/ASSIGNMENT SHEET. THE TRAFFIC ADMINISTRATOR WILL FIND THIS PUBLICATION HELPFUL FOR MAXIMIZING THE DETECTION RATE AND REDUCING THE TIME AND COSTS OF PROCESSING ARRESTED PERSONS THROUGH ADJUDICATION. (SNI ABSTRACT)
