DEVELOPED FOR POLICE ADMINISTRATORS AND TRAFFIC COMMANDERS BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE, THIS MANUAL OUTLINES MODEL POLICE TRAFFIC SERVICES PROCEDURES.
Abstract
THE PROCEDURES ARE PRESENTED IN NUMBERED AND CODED FORMATS AND CONTAIN DESCRIPTIONS OF PURPOSES AND METHOD. THEY PERTAIN TO THE FOLLOWING AREAS: (1) TRAFFIC LAW ENFORCEMENT CONCERNING TRAFFIC ACCIDENTS, PURSUIT DRIVING, STOPPING AND APPROACHING THE TRAFFIC VIOLATOR, ARRESTS INVOLVING INTOXICATED DRIVERS, AND TRANSPORTING PERSONS IN CUSTODY; (2) ACCIDENT INVESTIGATION CONCERNING ACCIDENT REPORTING, HIT-AND-RUN ACCIDENTS, ACCIDENTS INVOLVING TRAINS, DETERMINING BREAKING DISTANCE OF VEHICLES, CONVERTING FEET PER SECOND TO MILES PER HOUR, AND COMBINING SPEED ESTIMATES; (3) CONTROL AND DIRECTION OF TRAFFIC INVOLVING MANUAL DIRECTION, DIRECTION AT ACCIDENT SCENES, AND DIRECTION AT SPECIAL EVENTS; (4) MOTORIST SERVICES INCLUDING REPORTING HAZARDOUS CONDITIONS, POLICE ESCORTS, AND USING PATROL VEHICLES TO PUSH DISABLED CARS; AND (5) ADMINISTRATIVE PROCEDURES FOR PERSONNEL SELECTION, PERSONNEL TRAINING, SELECTIVE TRAFFIC LAW ENFORCEMENT PLANNING, TESTIFYING IN COURT, TRANSPORTING INJURED PERSONS, COMPLAINTS AGAINST OFFICERS, AND LINE INSPECTION OF PERSONNEL. THE PROCEDURES ARE PRESENTED IN UNIFORM FORMATS WITHIN SUBJECT CATEGORIES AND INCLUDE NUMBERS OF ISSUANCE DATES, SUBJECT MATTER, REFERENCES AND CROSS-REFERENCES, SPECIAL INSTRUCTIONS, DISTRIBUTION INSTRUCTIONS, AND REEVALUATION SCHEDULES ARE PROVIDED.
