THE FIELD MANPOWER NEEDS OF THE GEORGIA STATE PATROL ARE EVALUATED, AND A PLAN IS PRESENTED FOR BRINGING THE PATROL UP TO MINIMUM LEVELS IN 10 YEARS AND DESIRED LEVELS IN 20 YEARS.
Abstract
THE REPORT EXAMINES THE MANPOWER SITUATION FIRST AT THE ADMINISTRATIVE LEVEL AND THEN AT THE FIELD LEVEL. IT CONCLUDES THAT THE NUMBER OF OFFICERS IN THE FIELD HAS NOT INCREASED SUFFICIENTLY TO MEET INCREASED NEEDS FOR HIGHWAY AND RURAL LAW ENFORCEMENT. THE POSTS, WHICH ARE ORGANIZED INTO SIX TROOP AREAS, ARE EXAMINED INDIVIDUALLY. SPECIAL PROBLEMS ARE NOTED. AT THE TIME OF THIS STUDY IN 1975 THE PATROL HAD 487 UNIFORMED MEMBERS -- EXCLUDING THE POST COMMANDERS -- DIVIDED AMONG 45 PATROL POSTS AND EXPECTED TO MAINTAIN 24-HOUR PATROL. APPROXIMATELY 71 OF THESE OFFICERS WERE REQUIRED TO OPERATE THE RADIO BECAUSE ADEQUATE NUMBERS OF COMMUNICATION OFFICERS WERE NOT EMPLOYED. THIS LEFT 73.35 MEN AVAILABLE STATEWIDE PER SHIFT, WHEN SICK TIME, VACATION TIME, AND OTHER FACTORS WERE CONSIDERED. THE FINAL SECTION PRESENTS A DETAILED PLAN FOR OVERCOMING THIS MANPOWER SHORTAGE. COMMUNICATIONS OFFICERS SHOULD BE HIRED, FREEING TRAINED TROOPERS FOR PATROL DUTY. HOWEVER, LIMITS ON TRAINING FACILITIES AND BUDGETS, AS WELL AS LIMITS ON THE ABILITY OF AN EXISTING ORGANIZATION TO ABSORB NEW PERSONNEL, DICTATE A GRADUAL INCREASE IN PERSONNEL. A CHART DETAILS PLANS FOR AN INCREASE OF 60 OFFICERS A YEAR, BRINGING THE FORCE TO 1,160 IN 10 YEARS. ADDITIONAL PERSONNEL NEEDS BEYOND THE 10 YEARS ARE FORECAST, AND A PERSONNEL PLAN IS RECOMMENDED. CHARTS, TABLES, CRIME FIGURES, MANPOWER UTILIZATION FIGURES, DATA ON PATROL CALLS, AND AN EXPLANATION OF THE STUDY METHODOLOGY ARE APPENDED. ILLUSTRATIONS AND FIGURES ARE INCLUDED.
