The 1979 annual report of the Manpower Demonstration Research Corporation (MDRC) describes the corporation, its programs, and its financial affairs.
Abstract
Founded in 1974, MDRC, a nonprofit corporation, manages and studies demonstration programs designed to help disadvantaged members of society improve their positions and prospects for the future. The report discusses the organization of MDRC and notes that the corporation is divided into two line divisions: operations and research. At the close of 1979, MDRC's two initial demonstrations, supported work and tenant management, reached their conclusions, and final reports to the funders were in preparation. The National Supported Work Demonstration, begun in 1975, was a structured work experience program with a number of special features. It offered a chance to succeed in a job to four groups of the hard-to-employ: mothers on long-term AFDC (Aid For Dependent Children) welfare, ex-offenders, ex-addicts, and high school dropouts. By the end of 1978, over 10,000 men and women had participated in supported work. The National Tenant Management Demonstration was designed to evaluate whether, and under what circumstances, management of public housing projects by the tenants themselves could be achieved, and if it could, how it would affect the management and operational performance of public housing. The demonstration included seven public housing developments in six housing authorities, with a total of about 19,000 people. Other demonstration programs described are the Youth Incentive Entitlement Pilot Projects, a special employment program for youth; and the WIN (Work Incentive) Research Laboratory Project. Financial statements, photographs, and a list of MDRC publications are provided.
