THIS REPORT DESCRIBES THE EFFORTS OF THE MANY DIVISIONS AND BRANCHES OF THE DEPARTMENT OF HEALTH AND SOCIAL DEVELOPMENT TO PROVIDE MORE EFFICIENT AND EFFECTIVE SERVICES.
Abstract
THE REPORT DISCUSSES THE FOLLOWING DIVISIONS: RESOURCES, SOCIAL SECURITY, COMMUNITY SERVICES, MENTAL HEALTH AND REHABILITATION, AND THE MINISTRY OF CORRECTIVE AND REHABILITATIVE SERVICES. WITH GREATER EMPHASIS BEING PLACED ON COMMUNITY-BASED CORRECTIONS, REHABILITATION, AND PROBATION SERVICES, THE MINISTRY IS DEVELOPING NONINSTITUTIONAL OR 'COMMUNITY-BASED' CORRECTIONAL PROGRAMS. EXISTING INSTITUTIONAL PROGRAMS ARE BEING REDEVELOPED AND RESTRUCTURED, THE NEEDS OF OFFENDERS ARE BEING ASSESSED, AND THE REHABILITATIVE EFFECTIVENESS OF PROGRAMS IS BEING EVALUATED. PROGRAMS AND SERVICES AT VARIOUS ADULT AND JUVENILE CORRECTIONAL INSTITUTIONS ARE DESCRIBED; SERVICES PROVIDED IN ADULT AND JUVENILE PROBATION ARE DELINEATED, AND THE ROLE OF COMMUNITY COMMITTEES IN PROBATION SERVICES BRIEFLY EXPLAINED. TASKS BY THE PROGRAM REVIEW AND DEVELOPMENT UNIT AND STAFF TRAINING AND DEVELOPMENT ARE OUTLINED. THE FINAL CHAPTER OF THE ANNUAL REPORT PRESENTS A STATISTICAL REVIEW OF 1976.
