THE DEVELOPMENT OF A COMPUTER MODEL-BASED MANAGEMENT GAME TO BE USED BY THE BRITISH POLICE COLLEGE IN THE TRAINING OF SENIOR POLICE OFFICIALS IS DOCUMENTED IN A HOME OFFICE TECHNICAL MEMORANDUM.
Abstract
THE GAME, WHICH WILL FORM PART OF THE COLLEGE'S COMMAND COURSE, HAS THREE OBJECTIVES: (1) TO GIVE STUDENTS PRACTICAL EXPERIENCE IN OBJECTIVE DECISIONMAKING; (2) TO AID IN THE INTERPRETATION AND UTILIZATION OF MANAGEMENT INFORMATION SYSTEMS BEING DEVELOPED FOR THE BRITISH POLICE; AND (3) TO PROVIDE POLICE AGENCIES WITH A MANAGEMENT TOOL. A DETAILED, TECHNICAL DESCRIPTION IS PRESENTED OF THE MODEL ON WHICH THE GAME IS TO BE BASED. THE MODEL SIMULATES THE WORKLOAD OF A POLICE DEPARTMENT IN TERMS OF ACTIVITY TYPES (SCHEDULED, RANDOM, ANCILLARY) AND JOB PHASES (INITIAL AND BACKUP, FOLLOWUP, PAPERWORK, COURT). A STAGED PLAN FOR REFINING AND VALIDATING THE MODEL, IN PREPARATION FOR ITS INCLUSION IN THE MANAGEMENT GAME, IS OUTLINED, AS ARE PLANS TO DEVELOP FROM THE MODEL A 'GAME DRIVE MECHANISM'--A COMPUTER PROGRAM THAT WILL MAKE IT POSSIBLE FOR STUDENTS TO PRACTICE MANAGEMENT DECISIONMAKING UNDER A VARIETY OF SIMULATED CONDITIONS.
