THE PURPOSE OF THIS STUDY WAS TO IDENTIFY OPPORTUNITIES FOR STRENGTHENING THE DEPARTMENT'S ABILITY TO PROVIDE LAW ENFORCEMENT SERVICE TO CITIZENS AND TO DEVELOP THESE OPPORTUNITIES INTO DETAILED IMPROVEMENT RECOMMENDATIONS.
Abstract
THIS PROJECT WAS ALSO DESIGNED TO PROVIDE IMPROVED LAW ENFORCEMENT SERVICE TO THE COMMUNITY AT MINIMUM COST. THE SCOPE OF THIS PROJECT INCLUDED THE ANALYSIS OF ALL FUNCTIONS OF THE RACINE POLICE DEPARTMENT AND THE PROVISION OF ASSISTANCE IN IMPLEMENTING SHORT-TERM IMPROVEMENTS IN PROCEDURES AND RESOURCE UTILIZATION WHICH COULD BE EFFECTED AT NO COST TO THE CITY. THOSE FUNCTIONS WITH SIGNIFICANT OPPORTUNITIES FOR IMPROVEMENT WERE IDENTIFIED AND RECOMMENDATIONS WERE DEVELOPED. THIS REPORT PRESENTS THE FINDINGS AND RECOMMENDATIONS OF THIS STUDY ON A FUNCTION-BY-FUNCTION BASIS WITH THE DIFFERENT POLICE ACTIVITIES BEING DIVIDED INTO PATROL, INVESTIGATION, AND ADMINISTRATIVE RELATED ACTIVITIES. THE DOCUMENTATION OF EACH RECOMMENDATION INCLUDES A DESCRIPTION OF THE FINDINGS WHICH LED TO THE RECOMMENDATION, AN EXPLANATION OF THE RECOMMENDATION, THE BENEFITS TO BE ACHIEVED, AND WHETHER THE IMPLEMENTATION IS SHORT OR LONG TERM. THE MAJOR GENERAL CONCLUSION WAS THAT ALTHOUGH THE CITY POLICE DEPARTMENT WAS RUN EFFECTIVELY, THERE WAS OPPORTUNITY FOR IMPROVEMENT IN THE DELIVERY OF LAW ENFORCEMENT SERVICES TO THE CITIZENS OF RACINE THROUGH INCREASED COORDINATION OF MANPOWER AND OTHER RESOURCES. THE APPENDIX CONTAINS THE RESULTS OF THE SWORN OFFICERS SURVEY USED TO GATHER DATA FOR THE STUDY AND SAMPLE CASE MANAGEMENT FORMS AND REPORTS.
