THE OBJECTIVES, ACQUISITION, AND DEVELOPMENT OF POLICE MANAGEMENT INFORMATION SYSTEMS IS CONSIDERED, AND THE PLANS AND ACCOMPLISHMENTS OF THE BRITISH HOME OFFICE IN THIS AREA ARE DESCRIBED IN THREE SYMPOSIUM PAPERS.
Abstract
THE FIRST PAPER OUTLINES THE TACTICAL AND STRATEGIC OBJECTIVES OF SUCH SYSTEMS: THEY MUST PREDICT TIMES AND LOCATIONS OF HIGH PUBLIC DEMAND FOR POLICE SERVICES, AND THEY MUST PROVIDE EXACT INFORMATION ON THE LOCATIONS OF CRIMES, TIME OF DAY, AND THE MOVEMENTS OF SUSPECTS AND CRIMINALS. THE SECOND PAPER EXPLAINS HOW THESE SYSTEMS MAY BE ACQUIRED AND DEVELOPED. A SMALLER COMMAND AND CONTROL SYSTEM MAY BE EXPANDED, OR A MINI-COMPUTER MAY FRONT-END A MAINFRAME COMPUTER ALREADY AVAILABLE IN THE COMMUNITY. THE SYSTEMS MAY BE GRADUALLY DEVELOPED AS NEW ADVANTAGES ARE DISCOVERED AND AS FINANCIAL RESOURCES BECOME AVAILABLE. THE FINAL PAPER REVIEWS THE PLANS AND ACCOMPLISHMENTS OF THE BRITISH HOME OFFICE IN THIS FIELD. IN SUSSEX, A TRAFFIC MANAGEMENT SYSTEM HAS BEEN INSTALLED; IN DORSET, A SYSTEM PROVIDES INFORMATION ON CRIMES, ACCIDENTS, ARRESTS, POLICE TRAINING SCHEDULES, AND MANPOWER AVAILABILITY FOR UP TO 12 MONTHS IN ADVANCE; AND IN STRATHCLYDE, A SIMILAR SYSTEM PRODUCES 32 TYPES OF REPORTS, COMPRISING MAPS, TABLES, WORKLOADS, RESOURCE ACTIVITIES, AND LISTS OF CRIMES.
