Abstract
THE AUTHOR CITES GRIEVANCES OVER WAGES AS THE CENTRAL ISSUE. THIS LED TO A SLOWDOWN IN GIVING TICKETS, WHICH WAS RESPONDED TO WITH PUNITIVE TRANSFERS. THE OFFICERS THEN RESPONDED BY CALLING IN SICK. INJUNCTIONS TO GET POLICEMEN BACK TO WORK WERE IGNORED. THE SITUATION WAS NOT RESOLVED UNTIL DETROIT POLICE OFFICERS' ASSOCIATION AND THE MAYOR ARRANGED A TRUCE AND NEGOTIATIONS.
