THIS PAPER ADVOCATES MANAGEABLE SPACE, WITH COORDINATED SECURITY PLANNING, MANAGEMENT POLICIES AND PRACTICES, AND PHYSICAL DESIGN WHICH WORK TOGETHER TO PREVENT CRIME.
Abstract
THIS PAPER INTRODUCES THE CONCEPT OF 'MANAGEABLE SPACE' WHICH EMPHASIZES COORDINATED SECURITY PLANNING FOR HOUSING DEVELOPMENTS. TWO OF THE MOST IMPORTANT OF THE CRIME PREVENTION STRATEGIES ARE MANAGEMENT PRACTICES AND POLICIES WHICH ASSUME THAT RESIDENTS CAN ACCEPT RESPONSIBILITY AND PARTICIPATE IN THEIR ENVIRONMENT, AND PHYSICAL DESIGN AND LAYOUT WHICH CAN BE 'MANAGED' BY RESIDENTS. THIS IS BASED ON THE BELIEF THAT THE BEST SECURITY COMES FROM RESIDENTS THEMSELVES. THE CAUSES OF CRIME IN SUBSIDIZED HOUSING ARE EXAMINED AND INCLUDE NOT ONLY POOR DESIGN BUT ALSO LACK OF SUPPORT SERVICES, CHANGING HOUSING MARKETS, AND GENERAL SOCIAL CHARACTERISTICS OF THE AREA. THE RESIDENTS THEMSELVES ARE OFTEN THE SOURCE OF CRIME IN THE HOUSING DEVELOPMENT. KINDS OF CRIME, VANDALISM, MUGGINGS, AND BURGLARIES ARE DISCUSSED IN AN ANALYSIS OF CRIME LOCATIONS, AND SPECIFIC STRATEGIES OF CRIME PREVENTION ARE DISCUSSED FOR HOUSING WITH LOW SECURITY BUDGETS. THESE INCLUDE GENERAL POLICY, SOCIAL AND COMMUNITY SERVICES, POLICING AND MECHANICAL PREVENTION, PHYSICAL DESIGN AND LAYOUT, HARDWARE, MANAGEMENT POLICIES, AND TENENT ORGANIZATION AND EDUCATION. RECOMMENDATIONS ARE MADE FOR ALL LEVELS OF GOVERNMENT INVOLVED IN HOUSING PLANNING AND ADMINISTRATION, FOR THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HUD, AND FOR HOUSING MANAGERS. A BIBLIOGRAPHY IS INCLUDED. APPENDIXES LIST SECURITY-RELATED FEDERAL PROGRAMS, SECURITY DESIGN GUIDELINES, AND HARDWARE CONSIDERATIONS. (RFC)
