OCTOBER, 1973, REPORT ON ASSISTANCE RENDERED TO THE MALDEN, MASSACHUSETTS, POLICE DEPARTMENT IN DESIGNING A NEW SYSTEM OF RECORDS MANAGEMENT IN CONJUNCTION WITH ITS PLANS FOR THE CONSTRUCTION OF A NEW POLICE FACILITY.
Abstract
THE CONSULTANT OBSERVED AN ABSENCE OF OVERALL COORDINATION OF RECORDS KEEPING, INEFFICIENT ORGANIZATION OF POLICE COMMUNICATIONS, INADEQUATE TRAINING OF RELEVANT PERSONNEL, INEFFICIENT REPORT PROCEDURES, AND INADEQUATE MATERIALS AND EQUIPMENT FOR EFFICIENT RECORDS AND COMMUNICATIONS. RECOMMENDATIONS INCLUDE THE ESTABLISHMENT OF AN INFORMATION SERVICES UNIT UNDER A QUALIFIED MANAGER, INITIATION OF A CASE NUMBERING SYSTEM TO ENSURE PROPER HANDLING AND RECORDING, AND THE PREPARATION OF A COMMUNICATIONS AND RECORDS MANUAL. OTHER RECOMMENDATIONS WOULD PROVIDE FOR IMPROVED FACILITIES, STAFFING, AND STANDARDIZATION OF REPORT PREPARATION AND PROCESSING PROCEDURES.
