THE HISTORY AND DEVELOPMENT OF THE COURT ADMINISTRATOR POSITION IN THE EASTERN JUDICIAL CIRCUIT OF GEORGIA IS TRACED, AND THE RESPONSIBILITIES, QUALIFICATIONS, AND ASSIGNMENTS OF THE COURT ADMINISTRATOR ARE DESCRIBED.
Abstract
THE AUTHOR FIRST REVIEWS THE PROCESS INVOLVED IN GAINING THE SUPORT OF ALL PERSONS INVOLVED IN THE DECISION TO CREATE THE POSITION OF COURT ADMINISTRATOR. AFTER FINAL ACCEPTANCE OF THIS IDEA, A REPORT FORMULATING GUIDELINES FOR THE POSITION WAS WRITTEN. FINALLY, IT WAS DETERMINED THAT THE COURT ADMINISTRATOR WOULD BE UNDER THE JURISDICTION OF THE SUPERIOR COURT JUDGES, AND WOULD HAVE THE FOLLOWING QUALIFICATIONS: A BACHELOR'S DEGREE; TRAINING IN JUDICIAL ADMINISTRATION; A WORKING KNOWLEDGE OF THE COURTS; AN ABILITY TO WORK WITH JUDGES AND PREVIOUS EXPERIENCE IN COURT MANAGEMENT. THE AUTHOR STATES THAT IT IS THE RESPONSIBILITY OF THE COURT ADMINISTRATOR TO DEVELOP A CALENDARING SYSTEM TO FORCE CIVIL CASES TO TRIAL AFTER A STATED PERIOD OF TIME, A SYSTEM WHEREBY JURORS EXCUSED FROM ONE JUDGE'S JURY BECAUSE OF CONFLICTS WILL BE TRANSFERRED TO ANOTHER'S, A SYSTEM TO DETERMINE THE INDIGENCY OF DEFENDANTS REQUESTING APPOINTMENT OF COUNSEL, AND A MEANS TO ELIMINATE AS NEARLY AS POSSIBLE THE FAILURES IN COMMUNICATION WHICH CAUSE CASES TO BE PASSED AT THE LAST MINUTE. FINALLY, THE SPECIFIC AREAS OF RESPONSIBILITY FOR THE SAVANNAH COURT ADMINISTRATOR ARE OUTLINED. (AUTHOR ABSTRACT MODIFIED)
