THE RECOMMENDED CORRECTIONAL SYSTEM IS BASED ON THE DIVISION OF THE STATE INTO THREE CORRECTIONAL AREAS EACH WITH AN AREA CORRECTIONAL CENTER.
Abstract
THE PROPOSED ORGANIZATION OF THE ADULT AND JUVENILE CORRECTIONAL SYSTEMS ARE DEFINED IN RELATION TO FUNCTION, FACILITIES, COMMUNITY RESOURCES, TREATMENT PROGRAMS AND SERVICES, AND STAFFING REQUIREMENTS. REPORTING AND RECORDING PROCEDURES, BUDGETS, COSTS, AND NECESSARY STATUTORY CHANGES ARE ALSO DISCUSSED. THE BASIC CONCEPTS BEHIND THE SYSTEM INCLUDE DEVELOPMENT OF COMMUNITY PREVENTION PROGRAMS, INCREASED ARRESTS AND LONGER SENTENCES, GREATER UTILIZATION OF COMMUNITY RESOURCES, AND DIRECTING EXPENDITURES TO PEOPLE AND SERVICES INSTEAD OF NEW INSTITUTIONS. OTHER IMPORTANT IDEAS ARE GREATER REHABILITATION EFFORTS FOR JUVENILE AND FIRST-TIME OFFENDERS, DIVERTING THE MENTALLY ILL, ALCOHOLICS, SEX OFFENDERS AND DRUG ADDICTS FROM THE CORRECTIONAL SYSTEM, AND INDETERMINATE MAXIMUM SENTENCES. THE PROPOSED FACILITIES INCLUDE LOCKUP FACILITIES, HOLDING FACILITIES, AREA CORRECTIONAL CENTERS, AREA SUB-CENTERS, INSTITUTIONS AND JUVENILE CORRECTIONAL CENTERS. EACH IS DEFINED INDIVIDAULLY. THE PROPOSED ORGANIZATIONAL STRUCTURE OF THE STATE BUREAU OF CORRECTIONS IS ALSO PRESENTED WITH OUTLINES OF THE RESPONSIBILITIES OF THE TOP ADMINISTRATIVE STAFF. MAPS SHOWING THE PROPOSED DIVISION INTO CORRECTIONAL AREAS AND THE LOCATIONS OF THE VARIOUS TYPES OF FACILITIES IS INCLUDED IN THIS VOLUME.
