THIS PLAN, DIRECTED AT FULFILLING THE NEEDS OF THE PUBLIC AND THE FEDERAL GOVERNMENT, EXAMINES THE PROGRESS OF MAINE'S COMPREHENSIVE PLAN IN DETERMINING PROGRAM EFFECTIVENESS AND THE QUALITY OF JUSTICE.
Abstract
THE 1978 COMPREHENSIVE CRIMINAL JUSTICE PLAN FOR THE STATE OF MAINE WAS DEVELOPED BY AN INTERDISCIPLINARY PLANNING GROUP WHICH SOUGHT COMPLETE INTEGRATION OF INFORMATION AND ANALYSES IN THE DEVELOPMENT OF ITS STRATEGIES. THIS PLAN MARKS THE COMPLETION OF THE FIRST DECADE OF CRIMINAL JUSTICE PLANNING IN THE STATE AS WELL AS THE NATION. A SUBJECTIVE ANALYSIS BY SYSTEM OPERATORS OF THE PROBLEMS, GOALS, OBJECTIVES, AND PROPOSED SOLUTIONS WAS SUPPORTED BY THE FACT THAT THE MAINE CRIMINAL JUSTICE COMMUNITY CONSISTS OF RELATIVELY FEW MEMBERS, WHO KNOW EACH OTHER AND COOPERATE WITHIN THEIR RANKS. THE PLAN IS BASED ON THE FOLLOWING OBJECTIVES: (1) TO INSURE THE COMPLETION OF MAJOR CRIMINAL JUSTICE SYSTEM CHANGES INITIATED AND SUPPORTED BY MAINE CRIMINAL JUSTICE PLANNING AND ASSISTANCE AGENCY (MCJPAA); (2) TO DEVELOP AND EXPAND EFFORTS TO REDUCE THE HIGH INCIDENCE OF CERTAIN CRIMES THROUGH PUBLIC EDUCATION, ANTIFENCING PROGRAMS, AND REDUCED RESPONSE TIME BY OFFICERS; (3) TO IDENTIFY AND DEVELOP APPROPRIATE SYSTEMWIDE SERVICES AND CAPABILITIES; AND (4) TO INCREASE THE USE OF RESTITUTION AND ASSISTANCE TO THE VICTIM AS WELL AS THE OFFENDER. THE PRINCIPAL SOURCE OF DATA FOR THE CRIME ANALYSIS WAS THE UNIFORM CRIME REPORT SYSTEM IN THE STATE. THE SYSTEM ANALYSIS PROVIDED IN EACH SECTION EXPOSES SYSTEMATIC DEFICIENCIES AND PROPOSES INTERMEDIATE AND LONGER RANGE SOLUTIONS FOR IMPROVING THE EFFECTIVENESS OF THE SYSTEM AND ITS IMPACT UPON CRIME. CONSIDERATION IS GIVEN TO THE SYSTEM'S TREATMENT OF OFFENDERS AND VICTIMS. THE DETAILED PLAN CONCENTRATES ON THE OPERATION OF LAW ENFORCEMENT AGENCIES, THE COURTS, CORRECTIONS, AND JUVENILE JUSTICE. VARIOUS ASPECTS OF TECHNICAL ASSISTANCE, MONITORING AND EVALUATION, AND CRIME ANALYSIS ARE DISCUSSED. TABULAR DATA, FIGURES, AND BIBLIOGRAPHIES ARE PROVIDED. (JCP)
