STANDARDS AND GOALS FOR THE CRIMINAL JUSTICE SYSTEM OF THE STATE OF MAINE ARE PRESENTED. THE STANDARDS ARE THE PRODUCT OF A COOPERATIVE EFFORT BY A GROUP OF CITIZENS AND CRIMINAL JUSTICE PROFESSIONALS.
Abstract
THIS EXCERPT FROM THE MAJOR REPORT CONTAINING 248 RECOMMENDATIONS COVERS THE SUBJECTS OF COMMUNITY CRIME PREVENTION, YOUTH DEVELOPMENT, POLICE SERVICES, THE COURT SYSTEM, AND THE CORRECTIONAL PROGRAM IN MAINE. RECOMMENDATIONS PERTAINING TO THE DEPARTMENT OF HUMAN SERVICES ALSO ARE CONDENSED. VARIOUS SECTIONS OF THE COMPLETE REPORT ARE LISTED WITH REFERENCE TO PERTINENT STANDARDS. FOR EXAMPLE, UNDER THE YOUTH DEVELOPMENT SECTION, STANDARDS, 1.4, 3.3, 3.7, 3.13, AND 3.15 ARE INCLUDED. AMONG THE RECOMMENDATIONS ARE THAT POLICE AGENCIES DEVELOP WRITTEN POLICIES CONCERNING PROCEDURES AND DISCRETIONARY POWERS, THAT LAW ENFORCEMENT, COURT, AND YOUTH SERVICES BUREAU PERSONNEL WORK TO JOINTLY DEVELOP SPECIFIC CRITERIA FOR DIVERSIONARY REFERRALS, AND THAT SCREENING DECISIONS BE KEPT ON FILE IN PROSECUTOR'S OFFICES. OTHER SUGGESTONS REFER TO DEVELOPMENT OF A CODE OF RIGHTS AND WRITTEN RULES OF CONDUCT FOR INMATES, SELECTED OFFENDERS RECRUITMENT FOR PROBATION AND PAROLE JOB POSITIONS, AND ESTABLISHMENT OF SPECIFIC PROCEDURES FOR THE RECOMMENDATIONS OF CANDIDATES FOR JUDICIAL OFFICE.
