This November 1985 hearing of a U.S. House of Representatives subcommittee examined the incidence of mail fraud, especially fraud involving collection on delivery, that takes place as a result of boiler room operations that conduct investment and other scams.
Abstract
These operations are white-collar confidence operations that set up temporary telephone banks to market fraudulent products and investments nationwide. Witnesses include a former boiler room operator, an investigative reporter, officials of the Florida State government, representatives of the U.S. Postal Service, and executives of private direct mail and telemarketing corporations. The former boiler room operator explained how these operations are set up and operated and the sales techniques used. Other speakers described legislation, enforcement efforts, and the Postal Service's revision of the collection-on-delivery system to prevent fraud and its efforts to help consumers understand how the system works. Written statements are included.
