The 1980-1981 annual report of England's Magistrates' Association is presented.
Abstract
The primary role of the Magistrates' Association is to assist in the training of magistrates, but its consultative role continues to expand, as the time spent in committee and in the Council and by representatives attending meetings and conferences increasingly involves consultative issues. On January 1, 1981, the number of justices of the peace on the active list was 25,435, and on the same date, Association membership was 23,929, an increase of 954 over the previous year. The Association now has 56 branches. The annual General Meeting passed resolutions dealing with (1) the right of a constable to enter the premises of a registered club to prevent or detect any offense under the Licensing Act; (2) alcoholic, mentally ill, and incompetent offenders; (3) road traffic offenses; (4) intermediate treatment; (5) summary trial of theft; and (6) the training role of the Association. Acts of Parliament enacted between May 1980 and May 1981 are briefly explained. Activities are briefly described for the Joint Standing Committee, the Executive Committee, the Legal Committee, the Road Traffic Committee, the Sentencing of Offenders Committee, the Juvenile Courts Committee, the Training Committee, and the Overseas Committee. The financial status of the Association is also presented. Association memoranda to official bodies are appended.
