EVALUATION RESULTS ARE REPORTED FOR A LOUISVILLE/JEFFERSON COUNTY (KENTUCKY) PROGRAM ON INTENSE SUPERVISION FOR SERIOUS JUVENILE OFFENDERS WHO WOULD OTHERWISE BE INSTITUTIONALIZED.
Abstract
OBJECTIVES WERE TO (1) MAINTAIN A RECIDIVISM LEVEL OF LESS THAN 25 PERCENT FOR ALL YOUTHS ACCEPTED INTO THE PROGRAM, (2) CONDUCT AN INTERVIEW WITH THE YOUTH AND HIS FAMILY WITHIN 24 HOURS OF ADMISSION TO THE PROGRAM IN 95 PERCENT OF THE CASES, (3) DEVELOP A WRITTEN TREATMENT PLAN WITH SPECIFIED OBJECTIVES FOR ALL YOUTH WITHIN 4 WEEKS OF ADMISSION, (4) PROVIDE A MINIMUM OF 1 FAMILY CONTACT PER MONTH, (5) PROVIDE AT LEAST 1 CONTACT PER WEEK DURING PHASE I, (6) INSURE THAT CASELOAD SIZES REMAIN BELOW THE LEVEL OF 8 ACTIVE CASES AND 4 INACTIVE CASES FOR 90 PERCENT OF THE PROJECT DURATION, (7) DOCUMENT 100 PERCENT OF CONTACTS TO VERIFY THE QUALITY AND NATURE OF THE CONTACT AND MORE. A CLEAR IMPRESSION FROM A PERUSAL OF THE PROJECT'S CASE RECORDS IS THAT THE BASIC PURPOSE OF INTENSIVE SUPERVISION BY THE PROBATION OFFICERS IS BEING FOLLOWED. IN MANY CASES, CONTACTS WERE MORE NUMEROUS THAN REQUIRED. STANDARDS WERE NOT BEING MET, HOWEVER, FOR WRITTEN TREATMENT PLANS WITHIN 4 WEEKS, AND THE PLAN TO HAVE CLIENTS MEET INFORMALLY WITH A JUVENILE JUDGE WAS NOT BEING CONSISTENTLY FOLLOWED. THE RELATIONSHIP BETWEEN THE PROJECT AND THE JUVENILE COURT SHOULD BE CLOSELY MONITORED. TABULAR DATA ARE PROVIDED, ALONG WITH A DESCRIPTION OF POPULATION CHARACTERISTICS. (RCB)
