STANDARDS RELATING TO THE AREAS OF JUVENILE JUSTICE AND COMMUNITY CRIME PREVENTION FOR LOUISIANA ARE PRESENTED; TOPICS INCLUDE DETENTION, TRAINING INSTITUTES, GOVERNMENTAL ETHICS, AND DRUG ABUSE.
Abstract
THE LOUISIANA COMMISSION ON LAW ENFORCEMENT MAKES SEVERAL RECOMMENDATIONS REGARDING THE JUVENILE JUSTICE SYSTEM. A CENTRALIZED STATE AGENCY SHOULD BE GIVEN AUTHORITY TO PROMULGATE STANDARDS AND TO LICENSE DETENTION FACILITIES; STANDARDS SHOULD BE PROMULGATED IN THE AREAS OF CONSTRUCTION, CAPACITY, PERSONNEL, AND PROCEDURES. IMPROVEMENT OF THE EXISTING MERIT SYSTEM SHOULD BE ENACTED TO MAKE IT MORE EFFICIENT AND EQUITABLE AND SCHOOL AUTHORITIES SHOULD ADOPT POLICIES AND PRACTICES TO INSURE THAT SCHOOLS REFLECT THE BEST EXAMPLES OF JUSTICE AND DEMOCRACY. COMMUNITY CRIME PREVENTION EFFORTS SHOULD FOCUS ON LAW ENFORCEMENT AGENCIES, PROVIDING INFORMATION TO THE CITIZENS ON ACTION THAT CAN BE TAKEN TO PROTECT THEMSELVES AND THEIR FAMILIES. SECURITY SHOULD BE A PRIME CONSIDERATION IN THE DESIGN OF NEW STRUCTURES OR RENOVATION OF EXISTING STRUCTURES. IT IS ALSO RECOMMENDED THAT ALL PUBLIC FACILITIES BE MADE AVAILABLE TO THE ENTIRE COMMUNITY AS CENTERS FOR HUMAN RESOURCE AND ADULT EDUCATION PROGRAMS, THAT OFFICIAL MEETINGS AND PUBLIC HEARINGS BE COVERED BY THE MEDIA TO INCREASE PUBLIC PARTICIPATION, AND THAT THE COMMUNITY SHOULD STRIVE TO DETERMINE WHETHER OR NOT IT HAS A DRUG PROBLEM.
