This document describes the Academy of Counter-Terrorist Education established by Louisiana State University (LSU).
Abstract
The Academy was established to develop and provide a comprehensive program for emergency responder education and training on the detection, prevention, and response to terrorist incidents involving weapons of mass destruction (WMD). The Fire and Emergency Training Institute, also located at LSU, was established in 1963 and provides training courses that range from basic fire fighting skills to advanced technical training in rescue and hazardous materials. In 1997, LSU established the National Center for Bio-Medical Research and Training to meet the training and research needs of communities and their emergency responders to help them prepare for and respond to acts of terrorism caused by biological and chemical WMD. LSU contributes to the Office for Domestic Preparedness (ODP) Emergency Responder Training Program through the development and delivery of the Law Enforcement Response to WMD Incidents course and the Emergency Response to Domestic Biological Incidents course. The Law Enforcement Response to WMD Incidents is a two-day course addressing the special needs of law enforcement responders to incidents that may have been caused by terrorist action. The Emergency Response to Domestic Biological Incidents is a three-day operations-level course designed to help command-level emergency responders and local government officials develop a plan of action in preparation for a possible bioterrorism attack. Representatives from local and State law enforcement and/or emergency response agencies may attend the training. All of the training courses described are delivered at State or local training academies or facilities. The training and course materials are provided at no cost to eligible jurisdictions.
