A SYSTEM DESIGNED TO PROVIDE THE LOS ANGELES, CALIF., POLICE DEPARTMENT (LAPD) WITH DIRECT FIELD UNIT ACCESS, VIA MOBILE COMPUTER TERMINALS, TO STOLEN VEHICLE, VEHICLE REGISTRATION, AND OTHER DATA BASES IS DESCRIBED.
Abstract
THE LAPD MOBILE DIGITAL SYSTEM IS PART OF THE DEPARTMENT'S EMERGENCY COMMAND CONTROL COMMUNICATIONS SYSTEM PROJECT. THE MOBILE DIGITAL SYSTEM INITIALLY WILL PROVIDE ACCESS TO AUTOMATED DATA BASES CONTAINING INFORMATION ON ARREST WARRANTS, STOLEN VEHICLES AND BICYCLES, AUTOMOBILE REGISTRATION, AND WANTED PERSONS, AND WILL BE EXPANDED IN LATER STAGES TO ENCOMPASS OTHER DATA BASES. THE SYSTEM IS DESIGNED TO HANDLE INQUIRIES WITHIN 5 SECONDS AND TO PROVIDE FOR COMMUNICATION BETWEEN THE CENTRAL DISPATCHER AND FIELD UNITS AND AMONG FIELD UNITS. THE DESIGN REPORT IS PRESENTED IN THREE SECTIONS: OVERALL DIGITAL SYSTEM, MOBILE DIGITAL TERMINAL, AND BASE STATION PROCESSOR. EACH SECTION INCLUDES A BLOCK DIAGRAM SHOWING THE MAJOR FUNCTIONS TO BE ACCOMPLISHED BY THE SYSTEM OR SYSTEM COMPONENT, TOGETHER WITH A NARRATIVE DESCRIPTION TO THOSE FUNCTIONS. THE REPORT ALSO OUTLINES THE REQUIREMENTS WHICH THE MOBILE DIGITAL SYSTEM WAS DESIGNED TO SATISFY AND DISCUSSES THE COMPATIBILITY OF THE MOBILE ACCESS SYSTEM WITH THE OVERALL EMERGENCY COMMAND CONTROL COMMUNICATIONS SYSTEM DESIGN.
