Abstract
The current long-range planning process of the U.S. Bureau of Prisons is a means of further improving and integrating Federal prison system functions at all levels of the organization. The process integrates the planning, budgeting, allocating, and evaluating functions of the Bureau. Planning goals and objectives will be used as budget initiatives, which will then be used to identify priorities for resource allocation. The long-range plan defines the plans of each organizational level within the Federal prison system, with the process managed by permanent planning committees at institutional, regional, and central office levels. The plan is based on a correctional philosophy that emphasizes a balanced combination of deterrence, incapacitation, rehabilitation, and retribution. The prison system's mission is the implementation of the judgments of the Federal courts and the provision of safe, secure, and humane environments in which inmates are given the opportunity for positive change. Major systemwide goals include (1) exploring the feasibility of regionalizing Federal prison industries, (2) establishing working conditions in prison industries similar to those in private industry, (3) assigning inmates as close to their homes as possible, and others. Four-phase program goals for the following organizational components of the Bureau are outlined: administrative systems management, education and chaplaincy services, computer programming and telecommunications, food service, program development and staff training, institution security and maintenance, and research. Goals (objectives and milestones) are also presented for construction efforts, medical services, human resources planning, psychology services, financial management, and other components of the system.
