STATISTICAL INFORMATION ON NATION'S JAILS DIVIDED INTO THREE CATEGORIES OF DATA ON INMATES, INSTITUTIONS, AND EXPENDITURES AND EMPLOYMENT.
Abstract
IN FEBRUARY 1971, THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION PUBLISHED A REPORT ENTITLED 1970 NATIONAL JAIL CENSUS WHICH PRESENTED SUMMARY DATA, STATE-BY-STATE, ON THE CONDITION OF THE NATION'S LOCAL JAILS AND THEIR INMATES. DESIGNED PRIMARILY TO HELP CRIMINAL JUSTICE PLANNERS, LOCAL JAILS PRESENTS DATA FROM THE 1970 JAIL CENSUS ON AN INDIVIDUAL JAIL-BY-JAIL BASIS. THE JAILS SURVEYED ARE THOSE WHICH CONFINE INMATES FOR 48 HOURS OR MORE AND WHICH ARE OPERATED LOCALLY BY THE JURISDICTION INVOLVED, THAT IS, A COUNTY, CITY, OR TOWNSHIP. STATEOPERATED FACILITIES, SUCH AS THOSE IN CONNECTICUT, DELAWARE, AND RHODE ISLAND, ARE NOT INCLUDED. INMATE DATA COVERS THE ESTIMATED AVERAGE POPULATION, THE RANGE OF POPULATION, AND THE LEGAL STATUS OF THE INMATES ON MARCH 15, 1970. INSTITUTIONAL CHARACTERISTICS INCLUDE MAXIMUM SENTENCE POSSIBLE BY LAW, DESIGNED CAPACITY OF THE FACILITY, THE YEAR CONSTRUCTION OF THE FACILITY BEGAN, AND THE PRESENCE OR ABSENCE OF CERTAIN SERVICES, E.G., RECREATION, EDUCATION, MEDICAL. OPERATING COSTS FOR FISCAL YEAR 1969, PLANNED CONSTRUCTION EXPENDITURES FOR FISCAL YEAR 1970, PAYROLLS AND THE NUMBER OF EMPLOYEES IN MARCH 1970 ARE INCLUDED IN THE EXPENDITURE AND EMPLOYMENT DATA.
