THE 1979 ANNUAL REPORT IS THE SECOND ONE FOR THE LIVERMORE POLICE DEPARTMENT AND THUS REFLECTS HISTORICAL DATA FOR FUTURE COMPARISONS AND STATISTICAL COLLECTION METHODS WHICH ARE IN THE PROCESS OF REVISION.
Abstract
THE THEME OF THE REPORT IS CRIME PREVENTION AS A CITIZEN AND POLICE PARTNERSHIP. THE CODE OF PROFESSIONAL CONDUCT AND RESPONSIBILITY FOR POLICE OFFICERS IS INCLUDED AS PART OF THE DOCUMENT. AN ORGANIZATIONAL CHART SHOWS THE DEPARTMENT STRUCTURE. OVERALL STATISTICAL COMPARISONS OF THE LIVERMORE POLICE DEPARTMENT WITH NATIONAL AVERAGES AND PACIFIC STATES AVERAGES ARE DISCUSSED. THE COMPARISONS REVEAL THAT LIVERMORE IS BELOW NATIONAL AND PACIFIC STATES PER CAPITA POLICE SERVICE COSTS, IT IS BELOW THE AVERAGE NUMBER OF EMPLOYEES, IT EXCEEDS THE NATIONAL AVERAGE AND IS BELOW THE PACIFIC STATES AVERAGES IN REPORTED PART I CRIMES, AND IT IS BELOW AVERAGE IN PART I CLEARANCE RATES FOR 1979. THE METHOD USED FOR ANALYZING PRODUCTIVITY PROJECTS SERVICES IN TERMS OF LONG-RANGE FIVE-YEAR GOALS AND SHORT-TERM ONE YEAR OBJECTIVES, ATTACHES THEM TO BUDGET ACCOUNTS, AND MEASURES ATTAINMENT ON A QUARTERLY BASIS. A CRIME AND SERVICES ANALYSIS REVEALS A 4 PERCENT INCREASE IN OVERALL POLICE ACTIVITY, A 15 PERCENT INCREASE IN REPORTED CRIME, AN INCREASE OF 12 PERCENT IN NONCRIMINAL POLICE TASKS AND AN INCREASE OF 11 PERCENT IN ARRESTS. AT THE SAME TIME PART I CLOSURES, TRAFFIC ENFORCEMENT AND PREVENTIVE PATROL DECREASED. TURNOVER FELL FROM 21.1 PERCENT IN 1978 TO 12.5 PERCENT IN 1979. THE EMPHASIS WAS ON CRIME PREVENTION AND CASES CLOSURE. PROJECTIONS FOR 1980 ARE OFFERED. TABLES AND GRAPHS ARE INCLUDED.
