Abstract
This book explores significant changes necessary to turn around the current juvenile justice system from its deleterious outcomes for some of society's most vulnerable children and youth, to one that provides opportunities for young adulthood success. The first chapter provides an overview of the child and youth risk factors for delinquency and explains why some children are at higher risk than others. Chapter 2 examines the epidemiology of these child and youth disorders and trauma experiences as an explanation of how each of these problems is linked to juvenile delinquency. Chapter 3 reviews the onset and occurrence of each disability type for primary school-aged children; preventative and treatment options are also discussed. Chapter 4 investigates the onset and occurrence of each disability type for secondary school-aged youth, including a similarly formatted discussion of treatment and programming options. Chapters 5 and 6 highlight what the juvenile justice system and other stakeholders found as solutions to work more productively with low-level juvenile offenders with theses disabilities and trauma experiences and serious youthful offenders. Chapter 7 presents the challenges inherent in moving from a punitive juvenile justice system to one focused on treatment, by discussing the barriers in coordinating between child and youth disability systems, and by highlighting a number of successful system efforts.
