Abstract
GARMENTS SPECIFIED ON THIS DOCUMENT OFFER PROTECTION AGAINST A .38 SPECIAL HANDGUN WITH STANDARD AMMUNITION. THE ADVANTAGES OF HEAVIER GARMENTS OFFERING PROTECTION PROTECTION AGAINST HIGHER ENERGY HANDGUN THREATS WERE, IN THIS TEST, OFFSET BY THE TENDENCY OF OFFICERS NOT TO WEAR THE BODY ARMOR. THIS WAS PARTICULARLY TRUE OF HEAVY CONTINUOUS-WEAR GARMENTS DESIGNED TO WITHSTAND .41 AND .44 MAGNUM HANGUNS. SPECIFICATIONS IN THE MODEL BID DOCUMENT ARE BASED ON MILITARY EXPERIENCE BUT ARE TAILORED TO THE LIMITED VISUAL AND BALLISTIC ACCEPTANCE TESTING AVAILABLE TO THE NORMAL POLICE DEPARTMENT.
