STUDY EXAMINES THE BENEFITS OF THE TAKE-HOME OR HOME-FLEET POLICE CAR PROGRAM AND THE POOL PROGRAM.
Abstract
THE HOME-FLEET PROGRAM ALLOWS AN OFF-DUTY OFFICER TO TAKE HIS VEHICLE HOME WITH HIM. HE IS REQUIRED TO HAVE HIS RADIO ON AT ALL TIMES WHEN IN THE CAR TO BE ABLE TO RESPOND TO CALLS, AND HE MUST INITIATE LAW ENFORCEMENT ACTIVITIES WHILE DRIVING THE TAKE-HOME CAR. THE TAKE-HOME PROGRAM INVOLVES THE EXTRA EXPENSE OF PURCHASING CARS FOR EACH OFFICER. BY CONTRAST, THE POOL PROGRAM CAR IS DRIVEN 24 HOURS A DAY BY A GROUP OF OFFICERS AND DOES NOT GO HOME. THE LEXINGTON STUDY ESTIMATED THAT 1,600 CRIMINAL ACTS COULD BE DETECTED THROUGH THE TAKE-HOME PROGRAM....BS
