Abstract
THE FOUR STATES STUDIED WERE ALABAMA, FLORIDA, MICHIGAN, AND NEW MEXICO. INTERVIEWS WERE CONDUCTED WITH PERSONS INVOLVED WITH EACH STATE'S JUVENILE JUSTICE SYSTEM AND WITH FFORTS OF THE LEGISLATURE TO MODERNIZE OR RESHAPE THE SYSTEM. RELEVANT DOCUMENTS AND RECORDS WERE REVIEWED AND ANALYZED. EACH SECTION PROVIDES BACKGROUND INFORMATION ON THE JUVENILE JUSTICE SYSTEM, LEGISLATION, AND IMPLEMENTATION OF THAT LEGISLATION FOR THE STATE BEING STUDIED.
