Abstract
REPRESENTATION BY A PRIVATE LEGAL AID SOCIETY COMBINED WITH REPRESENTATION BY ATTORNEYS REGISTERED WITH THE COURT IS THE BASIS OF THIS NEW YORK PLAN. ITEMS DISCUSSED INCLUDE RESPONSIBILITIES OF THE DEPARTMENT OF CORRECTIONS, COURT PROCEDURES AND DEFENSE FUNCTIONS, AND LAW SCHOOL RESPONSIBILITY. SPECIFIC RECOMMENDATIONS REFER TO ATTORNEY VISITS, THE LOCATION OF INMATES DURING DETENTION, THE APPOINTMENT OR REMOVAL OF ATTORNEY PANEL MEMBERS, AND EARLIER APPOINTMENT OF COUNSEL. OTHER RECOMMENDATIONS CONCERN LEGAL AID FUNDING, THE REVISION OF CRIMINAL COURT PROCEDURES AND ENFORCEMENT OF EXISTING COURT RULES, AND THE INSTITUTION OF CLOSELY SUPERVISED CLINICAL LAW PROGRAMS.
