REPORT DISCUSSES EXTENT OF LEARNING PROBLEMS AMONG INSTITUTIONALIZED JUVENILE DELINQUENTS AND DESCRIBES THE EFFORTS OF PUBLIC SCHOOLS AND CORRECTIONAL INSTITUTIONS TO DEAL WITH SUCH PROBLEMS.
Abstract
THIS STUDY BY THE FEDERAL COMPTROLLER GENERAL REPORTS THAT ABOUT ONE-FOURTH OF INSTITUTIONALIZED DELINQUENTS TESTED IN CONNECTICUT AND VIRGINIA HAD LEARNING PROBLEMS. ALTHOUGH IT FOUND NO CORRELATION BETWEEN LEARNING DISABILITY AND DELINQUENCY, THE STUDY CONCLUDES THAT SUCH A CONNECTION MAY EXIST. THE STUDY, WHICH WAS PRESENTED TO CONGRESS, RECOMMENDED THAT THE DEPARTMENT OF HEALTH, EDUCATION AND WELFARE WORK WITH THE STATES IN DEVELOPING PROGRAMS TO HELP JUVENILES WITH LEARNING DISABILITIES. IT ALSO SUGGESTED THAT LEAA WORK WITH THE STATES IN DEVELOPING CRIMINAL JUSTICE PLANS THAT TAKE INTO CONSIDERATION INSTITUTIONALIZED DELINQUENTS WITH LEARNING PROBLEMS....BS
