This report summarizes the legislature enacted by the California legislature in 1989 relating to firearms, gang violence, and alcohol and other drug abuse.
Abstract
Legislation banned the military-type assault weapons that have been a prominent part of gang warfare and drug trafficking, prohibited the possession of firearms by drug addicts and people previously convicted of a felony or violent crime, and created two regional task forces to focus on the connection between crack distribution and street gangs. Additional laws reduced the blood alcohol level needed for drunk driving to 0.10 percent from 0.08 percent, required commercial vehicles to be removed from service for 24 hours if the driver has a blood alcohol level of 0.01 percent, and focused on reducing the use of anabolic steroids by minors.
