A review of the Law Reform Commission's accomplishments for the 1991-1992 year accompanies a discussion of Commission objectives, strategies, and performance indictors; efforts to influence federal and Territory law; the promotion of uniformity of law and attempts to reduce duplication of law reform; and administrative concerns.
Abstract
The Commission completed work on some major projects, and several reports were implemented by legislation. Projects completed include: customs and excise, referred to the Commission in 1987; choice of law, referred in 1988; multiculturalism and the law, referred in 1989; censorship procedure, referred in 1990; and collective investments. Legislation implemented covers service and execution of process, general insolvency inquiry, and grouped proceedings in the Federal Court. The Commission utilizes several strategies in its work program which is divided into policy development and corporate services: conducting research to identify defects in the law and policy affecting the area under review, consulting the public generally and affected interests to identify and consider impediments to reform, presenting workable and cost-effective reform proposals, identifying deficiencies and shortcomings and areas where the Commission can contribute to reform, and working with other agencies to realize coordination in reform. 7 appendixes
