Abstract
THE AUTHOR DISTINGUISHES TWO KINDS OF ORDER ON WHICH ANY SOCIETY MUST RELY TO SOME EXTENT - A SPONTANEOUS OR SELF GENERATING ORDER, AND A DIRECTED ORDER OR ORGANIZATION. HE ANALYSES THE BASIC PRINCIPLES ON WHICH THESE ORDERS CAN BE BASED, AND RELATES TO THE PROBLEM OF PERSONAL LIBERTY HIS DISTINCTION BETWEEN TWO DIFFERENT KINDS OF RULES, CORRESPONDING TO PRIVATE AND PUBLIC LAW, REQUIRED FOR THEIR MAINTENANCE.
