This plan presents the California State policy for mutual aid among law enforcement agencies and outlines the procedures for coordinating the alerting, dispatching, and use of law enforcement personnel and equipment.
Abstract
It also presents a system for receiving and disseminating information regarding civil disturbances, riots, disasters, and other unusual occurrences. Mutual aid is organized in four levels of increasing responsibility: cities or similar local jurisdictions, operational areas, regions, and the State. The basic policy regarding State assistance is to support local law enforcement in a civil disorder or other emergency if the event is major or the local and adjacent government aid is already committed.
