THE WORK OF PHASE 4 OF THE NATIONAL URBAN LEAGUE'S LAW ENFORCEMENT MINORITY MANPOWER PROJECT, INITIATED TO INCREASE THE NUMBER OF MINORITY MEN AND WOMEN IN THE CRIMINAL JUSTICE SYSTEM, IS REVIEWED AND EVALUATED.
Abstract
THE PROJECT PROVIDED TECHNICAL ASSISTANCE, CONSULTATION, WORKSHOPS, SEMINARS, AND PRINTED MATERIALS TO HELP FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT AGENCIES RECRUIT AND PLACE MINORITIES IN ENTRY LEVEL POSITIONS AND TO PROMOTE UPWARD MOBILITY FOR THOSE CURRENTLY EMPLOYED. THE RECRUITMENT PHASE OF THE PROGRAM HAS RECEIVED THE MOST ATTENTION, ALTHOUGH SOME TRAINING SESSIONS ARE BEING HELD IN VARIOUS CITIES TO HELP MINORITY POLICE OFFICERS PREPARE FOR PROMOTIONAL EXAMINATIONS. FOLLOWING A DISCUSSION OF PROJECT GOALS, THIS REPORT LISTS THE WORKSHOPS, SEMINARS, AND CONFERENCES CONDUCTED DURING PHASE 4, WHICH RAN FROM MARCH 1977 THROUGH MAY 1978. IT THEN LISTS CITIES AND POLICE DEPARTMENTS REQUESTING TECHNICAL ASSISTANCE AND MATERIALS. SPECIAL HELP WAS PROVIDED ALSO IN THE AREA OF POLICE-COMMUNITY RELATIONS. IT IS CONCLUDED THAT POLICE DEPARTMENT SEMINARS WERE MORE EFFECTIVE THAN WORKSHOPS CONDUCTED AS PART OF LARGER CONFERENCES, THAT THE CONTINUING EFFORTS OF THE PROJECT HAVE IMPROVED MINORITY EMPLOYMENT AWARENESS, AND THAT THE MATERIALS HAVE BEEN USED BY POLICE DEPARTMENTS TO STRENGTHEN THEIR MINORITY RECRUITMENT EFFORTS. APPENDIXES CONTAIN A SUMMARY OF THE JERSEY CITY, N.J., TECHNICAL ASSISTANCE PROGRAM, NEWSPAPER ARTICLES, A SAMPLE FACTUAL SURVEY FORM, THE QUESTIONNAIRE USED FOR THE EVALUATION OF TRAINING AND RECRUITING MATERIALS, AND LETTERS FROM TECHNICAL ASSISTANCE RECIPIENTS.
