A GENERALIZED OUTLINE OF THE NECESSARY COMPONENTS OF AN EFFECTIVE AUTOMATED INFORMATION SYSTEM WHICH WOULD INCLUDE DATA ON PERSONNEL, FLEET INVENTORY CONTROL, TRAFFIC, CRIME AND ARRESTS, AND RESOURCE ALLOCATION.
Abstract
A LAW ENFORCEMENT MANAGEMENT INFORMATION SYSTEM IS DEFINED AS THE PLANNED METHOD OF COLLECTING AND ORGANIZING DATA ON THE DAY TO DAY OPERATIONS OF A DEPARTMENT, SO THAT IT CAN BE RETRIEVED, AS NEEDED, FOR MANAGEMENT DECISION MAKING IN SUCH AREAS AS: PROGRAM PLANNING, PERFORMANCE EVALUATION, RESOURCE ALLOCATION, PROGRAM EVALUATION, AND TACTICAL DEPLOYMENT. IT IS STATED THAT INFORMATION FROM FIVE MAJOR AREAS OF POLICE ADMINISTRATION SHOULD BE INCLUDED. INFORMATION REFLECTING THE PERFORMANCE AND ATTENDANCE OF PERSONNEL, DATA ON TRAFFIC ACCIDENT AND ENFORCEMENT PATTERNS, COST ACCOUNTING AND VEHICULAR PERFORMANCE INFORMATION, THE RATE OF CRIME AND ARREST WITHIN GEOGRAPHIC AND TIME SEGMENTS, AND INFORMATION FROM THE DISPATCHER ON RESOURCE ALLOCATIONS ARE SUGGESTED. THE USE AND FUNCTION OF DATA FILES SET UP FOR EACH OF THESE INFORMATION AREAS ARE DISCUSSED. FINALLY, APPLICATIONS OF THE MANAGEMENT INFORMATION SYSTEM IN FORCASTING WORKLOAD REQUIREMENTS AND MANPOWER REQUIREMENTS ARE REVIEWED.
