Abstract
PAPERS DEALING WITH BENEFIT ANALYSIS OF SOFTWARE TRANSFER CONSIDER THE USE OF A RELATIVELY INEXPENSIVE PROTOTYPE SYSTEM THAT EMPLOYS SOFTWARE TRANSFER FOR MANPOWER DEPLOYMENT AND WORK SCHEDULING AND THE USE OF SOFTWARE TECHNOLOGY TRANSFER IN THE DEVELOPMENT OF REGIONAL LAW ENFORCEMENT INFORMATION SYSTEMS. SEVERAL PAPERS DEAL WITH THE USES AND MANAGEMENT OF DISTRIBUTED DATA PROCESSING, WHICH PROVIDES FOR THE USE OF MINICOMPUTERS AS TERMINALS AT REMOTE LOCATIONS WHICH CAN BOTH PROCESS DATA OBTAINED AT THE REMOTE JURISDICTION AND ACCESS DATA PROVIDED BY OTHER TERMINALS TO A CENTRAL DATA BASE. FACTORS INVOLVED IN THE DECISION TO USE SUCH A SYSTEM IN A POLICE AGENCY ARE DISCUSSED, AND MANAGEMENT PROCEDURES USED IN A DISTRIBUTED-PROCESSING SYSTEM ARE DESCRIBED. PAPERS DISCUSSING EQUAL EMPLOYMENT STANDARDS FOR DATA-PROCESSING PERSONNEL IDENTIFY HIRING, TERMINATION, AND PROMOTION PRACTICES THAT VIOLATE AND THOSE THAT CONFORM TO EXISTING EQUAL EMPLOYMENT OPPORTUNITY STATUTES. THE EQUAL EMPLOYMENT OPPORTUNITY COMMISSION'S PROCEDURE FOR HANDLING A CHARGE OF VIOLATION IS DIRECTED. THE DISTRICT OF COLUMBIA METROPOLITAN POLICE DEPARTMENT'S METHOD FOR CHARGING BACK DATA-PROCESSING COSTS TO OTHER POLICE AGENCIES INVOLVED IN USING AND DEVELOPING THE SYSTEM IS DESCRIBED IN ONE PAPER. DATA-PROCESSING MANAGEMENT TECHNIQUES THAT PLACE CENTRAL IMPORTANCE ON GAINING THE SUPPORT OF TOP POLICE MANAGEMENT PERSONNEL ARE DISCUSSED IN A NUMBER OF PAPERS, AND FACTORS CONTRIBUTING TO THE LIKELIHOOD OF THE ADOPTION OF ELECTRONIC DATA PROCESSING BY A GIVEN POLICE DEPARTMENT ARE EXAMINED.
