Abstract
IN ORDER TO ANALYZE THE EFFECT OF DECENTRALIZATION OF THE POLICE FUNCTION ON A DEMOCRATIC GOVERNMENT, THIS ARTICLE COMPARES THE POLICE SYSTEMS OF FRANCE, GREAT BRITAIN AND THE UNITED STATES. BY STUDYING THE DEGREE AND EFFECT OF DECENTRALIZATION IN EACH OF THESE COUNTRIES, THE AUTHORS HOPE TO CLARIFY THE ISSUE FOR OUR OWN PROBLEMS OF LAW ENFORCEMENT ADMINISTRATION.
