Abstract
REAFFIRMING THAT LAW ENFORCEMENT IS PRIMARILY A MATTER OF LOCAL CONCERN, THE REPORT OUTLINES PROCEDURES AND REGULATIONS BY WHICH STATES AND LOCAL GOVERNMENTS MAY OBTAIN LEAA GRANTS FOR SUCH PROJECTS AS PLANNING, TRAINING, EDUCATION, RESEARCH, AND CORRECTIONAL INSTITUTIONS. ADMINISTRATIVE GUIDELINES AND THE CONFERENCE EXPLANATION OF THE REPORT ARE INCLUDED.
