THIS GUIDELINE MANUAL PROVIDES INFORMATION ON PROGRAMS AND PROJECTS FOR WHICH DISCRETIONARY FUNDS ARE AVAILABLE.
Abstract
IT ALSO PROVIDES GUIDANCE TO PROSPECTIVE APPLICANTS ABOUT THE STEPS TO BE TAKEN IN MAKING APPLICATION FOR SUCH FUNDS, AND GUIDANCE TO GRANTEES ON THEIR RESPONSIBILITIES FOR ACCOUNTING FOR FUNDS, REPORTING ON PROGRESS, AND ASSURING OBSERVATION OF APPLICABLE FEDERAL LAWS AND REGULATIONS. THIS MANUAL IS ORGANIZED INTO TWO PARTS. PART I IS ENTITLED: GENERAL SPECIFICATIONS, APPLICATION FORMS, REPORTING REQUIREMENTS, AND EVALUATION PROVISIONS. PART II CONTAINS PROGRAM DESCRIPTIONS. THE ENTIRE MANUAL IS ORGANIZED INTO 25 CHAPTERS AND APPLICABLE APPENDIXES WHICH ARE NUMBERED 1 THROUGH 16. EACH PARAGRAPH THROUGHOUT THE MANUAL IS NUMBERED CONSECUTIVELY. INDIVIDUAL CHAPTERS DISCUSS THE DISCRETIONARY GRANT SPECIFICATIONS AND THE APPLICATION PROCESS, THE TWO STANDARD APPLICATION FORMS AND THEIR REQUIREMENTS, FINANCIAL AND NARRATIVE PROGRESS REPORTING, AND EVALUATION AND MONITORING REQUIREMENTS. THE DIFFERENT PROGRAM AREAS FOR WHICH DISCRETIONARY FUNDS ARE AVAILABLE ARE ALSO DESCRIBED.
