STUDY DESIGNED TO CAPSULE THE PRESENT STATE OF KNOWLEDGE IN THE FIELD OF REGION-WIDE OR NATION-WIDE AGREEMENTS.
Abstract
AN INTRODUCTION TO COMPACT LAW IS PRESENTED, INCLUDING THE SOURCES OF THE LAW, ITS ADMINISTRATION, AND ITS PROCEDURE. THE STUDY DISCUSSES COMPACT NEGOTIATION, ENACTMENT, AND CONSENT, AS WELL AS THE MANNER IN WHICH COMPACTS SHOULD BE DRAFTED. IT OUTLINES THE USE OF COMPACTS IN VARIOUS SITUATIONS, SUCH AS GOVERNING JOINT AGENCIES AND SOLVING JURISDICTIONAL DISPUTES. APPENDED ARE MATERIALS INTENDED AS AIDS IN THE DRAFTING OF INTERSTATE COMPACTS, INCLUDING TEXTS OF CLAUSES GATHERED FROM A WIDE VARIETY OF EXISTING AND PROPOSED COMPACTS TOGETHER WITH SOME OTHER STATUTORY PROVISIONS. THESE CLAUSES ARE ARRANGED ACCORDING TO SUBJECT MATTER AND ARE ACCOMPANIED BY INTERPRETATIVE COMMENTS.
