Abstract
THE AUTHOR RECOMMENDS THAT THE RESERVATION REMAIN UNDER FEDERAL JURISDICTION RATHER THAN BE TRANSFERRED TO MISSISSIPPI'S. FURTHER RECOMMENDATIONS INCLUDE - 1) CONSTRUCTION OF AN ADEQUATE DETENTION FACILITY ON THE RESERVATION ITSELF, 2) STAFF INCREASES AT THE CHOCTAW BRANCH OF LAW AND ORDER AND THE CHOCTAW COURT, AND 3) ADOPTION OF A COMPREHENSIVE CRIMINAL AND CIVIL CODE. IT WAS FOUND THAT THE CAUSES OF CRIME ON THE RESERVATION WERE SOCIAL AND ECONOMIC AND THAT SUCH CAUSES MIGHT BE ELIMINATED BY IMPLEMENTING PROGRAMS IN THE AREAS OF HEALTH, EDUCATION, AND ECONOMIC DEVELOPMENT.
