REVIEW OF CALIFORNIA LAW ENFORCEMENT EXPERIENCES WITH UPPER-GRADE HIRING BASED ON SPECIAL QUALIFICATIONS OR EXPERIENCE WITH OTHER DEPARTMENTS.
Abstract
A SURVEY OF CALIFORNIA POLICE DEPARTMENTS WHICH HAD EXPERIMENTED WITH LATERAL ENTRY WAS CONDUCTED BY THE AUTHOR. HE PRESENTS AND ANALYZES RESPONSES TO GENERAL QUESTIONS ON THE EXPERIENCES OF THESE DEPARTMENTS. ALTHOUGH THE MAJORITY OF DEPARTMENTS SURVEYED INDICATED BENEFICIAL RESULTS WITH LATERAL ENTRY, AN EQUALLY HIGH PERCENTAGE NOTED THAT BETTER BACKGROUND SCREENING OF LATERNAL ENTRY APPLICANTS WOULD SUBSTANTIALLY IMPROVE THE SYSTEM. THE AUTHOR DISCUSSES PROBLEMS WHICH CAN ARISE WHEN THE SYSTEM IS ADOPTED.
