Abstract
PERTINENT INFORMATION ON LABOR RELATIONS IN THE PUBLIC SAFETY SERVICES SETTING IS DEVELOPED IN A COHESIVE MANNER, INCLUDING THE NATURE OF SERVICES PROVIDED, MANAGEMENT'S ORGANIZATIONAL STRUCTURE AND JOB DESCRIPTIONS, MANPOWER AND RECRUITING METHODS AND DISCIPLINARY TECHNIQUES. FROM THIS FOUNDATION, SHE THEN TRACES THE HISTORY, EMERGENCE, AND LEGAL STATUS OF COLLECTIVE BARGINING BY THE ORGANIZATIONS WHICH REPRESENT PUBLIC SAFETY SERVICE EMPLOYEES, INCLUDING TECHNIQUES WHICH HAVE BEEN DEVELOPED TO RESOLVE DISPUTES IN BARGAINING BETWEEN THESE EMPLOYEES AND THEIR MANAGEMENT COUNTERPARTS. IN THE FINAL CHAPTER, BOWERS SUMMERIZES MAJOR DEVELOPMENTS WHICH HAVE OCCURRED OR WILL OCCUR WITH MAJOR IMPACT ON THE DAY-TO-DAY MANAGEMENT OF PUBLIC SAFETY SERVICES HUMAN RESOURCES.
