This article describes the development of youth justice in England and Wales.
Abstract
The origins of New Labour’s policies against the background of youth justice are discussed. The central elements of the Crime and Disorder Act of 1998 and the Youth Justice and Criminal Evidence Act 1999 are outlined. These reforms constitute a major re-working of youth justice. They also embody a number of dynamics with divergent aims and competing logic, which are examined. The influence of restorative justice on the reforms is discussed. The punitive nature of some of the changes and its implications are described. 2 footnotes, 39 references
